hard to fix that cause that is whats called a dos attack or denail of service which you use a botnet which is hundreds if not thousands of computers to overload the network with useless requests until the system fails and this can be constantly repeated over and over

The cause of this is pretty amazing, google up Twitter attack tied to Russia-Georgia conflict.
