Well, the narrator and Proto are contemporaries, (mention of growing up together) I dont' know, but the man in the PV looks older than Gackt.
I notice also that the narrator is not a military man, but a scientist, so he would not wear a General's uniform, like the man in the PV.
And, the man in the PV is not wearing the black uniform of Zero (Gackt) and the 4th Independent (GacktJob) in the video.
Like Gackt's opening film for RR1 - perhaps this man is someone who started the Project. Or, who is following Hitler's orders at the end of the War to kill himself.
