Well, surprise is I'm an Europian girl myself (Netherlands!) but thankfully my Japanese skills have improved lots and my friend helped me out in joining Dears. It's true you possibly can't know when regular sales start, NO ONE knows XD I guess it's best to keep an eye on Gackt's official sites.
It's such a pity though, it might have been an idea for you to post a request if a Dear wanted to buy a ticket for you, it might have been easier. Unfortunately, calling in for tix ended this sunday so you'll have wait =(
It's good you have a friend in Tokyo though, so you won't have to turn to horrid auctions!
