The ticket reservation at the GACKT and DEARS community site is for members of that site, not for members of the DEARS fanclub.
The 7/7 show isn't being broadcast on Nico Nico (not that they've announced yet, anyway). That is a pre-order to actually buy tickets to the live itself for people who subscribe to the Blomaga. They aren't charging 8,600yen for a Nico Nico broadcast....
